Artinya, setiap anggota dewan, baik tingkat kabupaten\/kota, provinsi, maupun nasional (DPR RI), sejatinya merupakan orang-orang yang diharapkan menyuarakan kepentingan masyarakat.<\/p>\n\n\n\n<p>Setiap anggota dewan pada saat dilantik pasti mengucapkan sumpah jabatan. Salah satu klausul dalam sumpah tersebut menyatakan dia akan memperjuangkan aspirasi masyarakat yang diwakili.<\/p>\n\n\n\n<p>Selain itu, ada hal yang sejatinya jauh lebih esensial. Sumpah yang diucapkan bukan hanya disaksikan hadirin, tetapi juga disaksikan Allah SWT. Apa yang terbersit dalam pikiran anggota dewan tersebut pasti diketahui seutuhnya oleh Mahapencipta alam semesta.<\/p>\n\n\n\n<p>Anggota dewan diberi kedudukan terhormat di masyarakat, sehingga panggilan atau sebutannya pun Yang Terhormat. Ia digaji dari uang rakyat.<\/p>\n\n\n\n<p>Bagaimana mereka melakukan tugasnya dan di mana menempatkan diri?<\/p>\n\n\n\n<p>Kapasitas dan kapabilitas seseorang amat menentukan seseorang dalam bertugas. Kian kecil kedua hal itu dimiliki, bisa dipastikan penyelesaian tugasnya tidak akan maksimal.&nbsp;<\/p>\n\n\n\n<p>Salah satu kiat meningkatkan kapasitas dan kapabilitas adalah dengan membaca. Dengan demikian, ia akan mengetahui masalah yang dihadapi. &#8220;Jam terbang&#8221; memang tidak bisa dipungkiri.<\/p>\n\n\n\n<p>Masalahnya, dengan sistem pemilihan terbuka berdasarkan suara terbanyak, banyak hal bisa terjadi. Latar belakang mereka pun beraneka ragam.&nbsp;<\/p>\n\n\n\n<p>Terkadang mereka ditempatkan pada komisi yang bidangnya tidak sesuai dengan latar belakang kegiatan ataupun keilmuannya. Di situlah timbul masalah yang harus dihadapi.<\/p>\n\n\n\n<p>Butuh kecepatan menyesuaikan diri dengan keadaan. Artinya, masing-masing anggota dewan mesti cepat beradaptasi dengan tuntutan bidang mitranya. Memang banyak yang harus dipelajari. Artinya banyak yang harus dibaca. Kalau dewan malas membaca, kita pasti tahu hasil akhirnya. Dia pasti bicara tanpa data.&nbsp;<\/p>\n\n\n\n<p>Ini bisa menyesatkan. Karena pengambilan keputusan dengan didasari data yang salah, bisa dipastikan keputusannya juga salah.<\/p>\n\n\n\n<p>Kalau malas membaca, apalagi belajar dengan mendengarkan saja tidak mau, celaka. Semua keputusan yang harus didasari kajian maksimal tak akan terjadi.
