{"id":1756,"date":"2021-06-05T11:15:39","date_gmt":"2021-06-05T11:15:39","guid":{"rendered":"https:\/\/infoinfrastruktur.com\/?p=1756"},"modified":"2021-06-05T11:15:49","modified_gmt":"2021-06-05T11:15:49","slug":"pendanaan-kreatif-non-apbn-pembiayaan-proyek-kereta-api-makassar-parepare-jadi-contoh","status":"publish","type":"post","link":"https:\/\/infoinfrastruktur.com\/index.php\/2021\/06\/05\/pendanaan-kreatif-non-apbn-pembiayaan-proyek-kereta-api-makassar-parepare-jadi-contoh\/","title":{"rendered":"Pendanaan Kreatif Non APBN, Pembiayaan Proyek Kereta Api Makassar-Parepare Jadi Contoh"},"content":{"rendered":"\n<p><strong>JAKARTA, InfoInfrastruktur.com<\/strong> &#8211; Menteri Perhubungan Budi Karya Sumadi menyaksikan penandatanganan Perjanjian Pembiayaan Proyek Perkeretaapian Umum Makassar-Parepare yang dilakukan antara PT Celebes Railway Indonesia (PT CRI) dengan PT Indonesia Infrastructure Finance (PII), PT Sarana Multi Infrastruktur (SMI) dan PT Bank Syariah Indonesia, Tbk, Kamis (3\/6).<\/p>\n\n\n\n<p>\u201cIni adalah contoh keberhasilan kita membangun proyek kereta api yang pertama kalinya dibangun oleh swasta, karena selama ini pemerintah yang membangun dengan APBN,\u201d kata Budi Karya usai menyaksikan Penandatanganan Fasilitas Sindikasi Pinjaman Berjangka Senior dan Pembiayaan Musyarakah Mutanaqisah (&#8220;MMq&#8221;).<\/p>\n\n\n\n<p>Turut hadir dalam kegiatan tersebut Dirjen Perkeretaapian Zulfikri, Dirut PT. PP Novel Arsyad, Dirut PT CRI Helmi Adam dan Dirut PT. PII Muhammad Wahid Sutopo.<\/p>\n\n\n\n<p>Menhub menyampaikan terima kasih kepada Kementerian Keuangan yang telah memberikan dukungan melalui PT. SMI dan PT. PII, sehingga proyek Kereta Api Makassar-Parepare dengan skema Kerja Sama Pemerintah dan Badan Usaha (KPBU) dapat terlaksana.<\/p>\n\n\n\n<p>\u201cSebagaimana arahan dari Bapak Presiden, bahwa kita harus berpikir kreatif agar proyek bisa tetap berjalan di tengah keterbatasan anggaran pemerintah. Dengan pendanaan kreatif ini maka proyek ini bisa terlaksana,\u201d ucap Budi Karya.<\/p>\n\n\n\n<p>Menhub mengatakan, pemerintah memberikan kesempatan seluas-luasnya kepada pihak swasta\/badan usaha dan masyarakat, untuk turut berperan dalam penyediaan infrastruktur transportasi melalui skema Pembiayaan Kerjasama Pemerintah dengan Badan Usaha (KPBU). Dengan skema ini, diharapkan infrastruktur-infrastruktur yang memiliki kelayakan secara ekonomi dan komersial dapat segera terwujud.<\/p>\n\n\n\n<p>\u201cSaya mengajak investor untuk melaksanakan proyek-proyek transportasi lainnya melalui pendanaan kreatif seperti KPBU. Kami akan bangun Pelabuhan Ambon Baru, Pelabuhan Tanjung Carat, Pelabuhan Anggrek, Pelabuhan Garongkong, dan yang sudah berjalan adalah Pelabuhan Patimban. Bahkan kita ada proyek di Palembang, Lampung dan Kereta Api di Kalimantan Tengah. Bila swasta punya minat untuk berinvestasi, kami bantu dan akan didukung oleh Kementerian Keuangan\u201d tutur Budi Karya, dikutip dari dephub.go.id.<\/p>\n\n\n\n<p>Dalam pelaksanaan proyek KPBU Kereta Api Makassar-Parepare ini, Kemenhub mendapat dukungan dari Kemenkeu melalui fasilitas Project Development Facility (PDF), di mana PT. Penjaminan Infrastruktur Indonesia (Persero) ditugaskan sebagai pelaksana fasilitas. Fasilitas PDF ini dimulai dari penyusunan Final Business Case (FBC), pendampingan dalam pengadaan Badan Usaha Pelaksana, sampai dengan tahapan pemenuhan pembiayaan (Financial Close).<\/p>\n\n\n\n<p>Dengan diperolehnya pembiayaan ini diharapkan dapat mengurangi beban keuangan negara dalam membiayai pembangunan infrastruktur khususnya infrastruktur transportasi.<\/p>\n\n\n\n<p>Pembiayaan atas proyek pembangunan jalur Kereta Api Makassar \u2013 Parepare di Sulawesi Selatan akan dilakukan dalam 2 bagian. Pertama, untuk membiayai konstruksi, pengujian dan uji coba, serta penyelesaian Emplasemen Stasiun Pelabuhan Garongkong sebagai salah satu bagian dari Prasarana Perkeretaapian Segmen B dan Prasarana Perkeretaapian Segmen F dari jalur kereta api Makassar \u2013 Parepare. Kedua, untuk membiayai bunga selama masa konstruksi, dengan menggunakan skema konvensional maupun syariah. <strong><em>(Infrared)<\/em><\/strong><\/p>\n<div class=\"pvc_clear\"><\/div><p
