{"id":3104,"date":"2023-03-13T08:18:40","date_gmt":"2023-03-13T01:18:40","guid":{"rendered":"https:\/\/infoinfrastruktur.com\/?p=3104"},"modified":"2023-03-13T08:18:46","modified_gmt":"2023-03-13T01:18:46","slug":"daddy-rohanady-perda-penyelenggaraan-pelindungan-pmi-asal-daerah-jawa-barat-sangat-strategis","status":"publish","type":"post","link":"https:\/\/infoinfrastruktur.com\/index.php\/2023\/03\/13\/daddy-rohanady-perda-penyelenggaraan-pelindungan-pmi-asal-daerah-jawa-barat-sangat-strategis\/","title":{"rendered":"Daddy Rohanady: Perda Penyelenggaraan Pelindungan PMI Asal Daerah Jawa Barat Sangat Strategis"},"content":{"rendered":"\n<p><strong>Bandung, <em>Infoinfrastruktur.com<\/em><\/strong> &#8211; Anggota DPRD Provinsi Jawa Barat Daddy Rohanady memberi komentar singkat terkait Perda Nomor 2 Tahun 2021 tentang Penyelenggaraan Pelindungan Pekerja Migran Indonesia Asal Daerah Provinsi Jawa Barat.<\/p>\n\n\n\n<p>&#8220;Sangat Stategis,&#8221; ujar Daddy usai melakukan sosialisasi Perda tersebut kepada wartawan pada Senin (13\/03\/2023).<\/p>\n\n\n\n<p>Menurut Wakil Ketua Fraksi Gerindra DPRD Jawa Barat itu, Provinsi Jawa Barat sangat beruntung karena telah memiliki Peraturan Daerah Nomor 2 Tahun 2021 tentang Penyelenggaraan Pelindungan Pekerja Migran Indonesia Asal Daerah Provinsi Jawa Barat. Perda tersebut sangat strategis karena banyaknya Pekerja Migran Indonesia (PMI) yang berasal dari Provinsi Jawa Barat.<\/p>\n\n\n\n<p>Perda tersebut dilahirkan dengan pertimbangan bahwa PMI dan calon PMI asal Jawa Barat harus dilindungi dari perdagangan orang, perbudakan dan kerja paksa, korban kekerasan, kesewenang-wenangan, kejahatan atas harkat dan martabat manusia, serta perlakuan lain yang melanggar hak asasi manusia.<\/p>\n\n\n\n<p>Sebenarnya, lanjut Daddy, sudah ada Peraturan Daerah Provinsi Jawa Barat Nomor 9 Tahun 2013 tentang Pedoman Penempatan dan Perlindungan Tenaga Kerja Indonesia Asal Jawa Barat. Namun, Perda ini dianggap sudah tidak sesuai lagi dengan kondisi yang ada. Oleh karena itu, dibutuhkan perda baru sebagai gantinya.<\/p>\n\n\n\n<p>Perda Nomor 2 Tahun 2021 tentang Penyelenggaraan Pelindungan Pekerja Migran Indonesia Asal Daerah Provinsi Jawa Barat terdiri dari 42 Pasal 17 Bab. Isinya adalah Ketentuan Umum, Tanggung Jawab Pemerintah Daerah Provinsi, Kewajiban Perusahaan Penempatan Pekerja Migran Indonesia, Perencanaan Pelindungan Pekerja Migran Indonesia, Pelaksanaan Pelindungan, Fasilitasi Terhadap Pekerja Migran Indonesia Dalam Hal Tertentu, Perizinan, Sinergitas, Kerja Sama Dan Kemitraan, Sistem Informasi, Kelembagaan Non Struktural, Penyelesaian Perselisihan, Sanksi Administratif, Ketentuan Pidana, Penyidikan, Pembinaan Dan Pengawasan, Pembiayaan, Ketentuan Penutup.<\/p>\n\n\n\n<p>&#8220;Perda tersebut sangat dibutuhkan oleh kabupaten kota. Betapa tidak, pada tahun 2022 saja Kabupaten Cirebon mengirim 10.185 PMI dan Kabupaten Indramayu mengirim 17.658 PMI,&#8221; ujar Daddy terkait perda tersebut untuk daerah pemilihannya.<\/p>\n\n\n\n<p>Total jumlah penempatan PMI asal Jabar tahun 2022 adalah 33.285 orang. Dalam 6 tahun terakhir saja Kabupaten Indramayu sebagai pengirim terbanyak telah mengirimkan 112.794 PMI. Sedangkan Kota Tasikmalaya menjadi pengirim terendah, yakni sebanyak 33 orang.<\/p>\n\n\n\n<p>Jumlah penduduk Jabar sampai tahun 2021 sebanyak 48.220.094. Luas wilayah Provinsi Jabar adalah 37.164,6 km2. Dengan begitum kepadatan penduduk jabar adalah 1.297,47 jiwa per km2.<\/p>\n\n\n\n<p>Di sisi lain, Angka Harapan Hidup (AHH) 73,38 tahun, sedangkan rata-rata nasional 70,33 tahun. Jabar berada di peringkat 4 secara nasional.<\/p>\n\n\n\n<p>Indeks Pendidikan Jabar 64,32 poin, indeks kesehatan 82,34. Indeks pendidikan Kabupaten Cirebon 58,78, Indeks kesehatan 80,72. Indeks pendidikan Kabupaten Indramayu 56,85, Indeks kesehatan 80,23.<\/p>\n\n\n\n<p>Tidak mengherankan maka secara kumulatif Kabupaten Cirebon dan Kabupaten Indramayu memiliki Indeks Pembangunan Manusia yang cukup rendah. Jadi, sangat wajar jika kemudian kedua wilayah itu menjadi pengirim PMI terbesar di Jawa Barat. Hal ini berkaitan dengan <em>life skill<\/em> yang mereka miliki.<\/p>\n\n\n\n<p>&#8220;Namun, sebagai &#8216;pahlawan devisa&#8217;, wajar jika mereka dilindungi &#8216;dari ujung kaki hingga ke ujung rambut&#8217;. Dengan demikian, Perda Nomor 2 Tahun 2021 semestinya sangat bermanfaat,&#8221; pungkas Daddy Rohanady yang merupakan perwakilan daerah pemilihan Jabar XII (Cirebon-Indramayu tersebut).
