Pasalnya, rencana pembangunan tol dalam Kota bandung tersebut tidak lama lagi menjadi salah satu agenda pembangunan di Jabar. <\/p>\n\n\n\n<p>Hal itu disampaikan langsung oleh Menteri PUPR, Basuki Hadimuljono. BIUTR memang sempat tertunda (ada yang menyebutnya mangkrak) 17 tahun. Tentu saja dibutuhkan review ulang atas konsep yang sudah ada.<\/p>\n\n\n\n<p>Jadi, tidak mengherankan jika muncul beragam tanggapan atas proyek yang terpendam selama itu. Sebenarnya ini bukan satu-satunya pekerjaan yang sempat terpendam. <\/p>\n\n\n\n<p>Lihatlah penyelesaian Tol Bogor-Ciawi-Sukabumi (Bocimi) yang juga sempat mengalami hal serupa. Bocimi sempat tertunda selama 12 tahun. Penyelesaian Bocimi baru dimulai lagi setelah proyek yang merupakan kelanjutan Tol Jagorawi tersebut mengalami 5 kali ground breaking.<\/p>\n\n\n\n<p>Namun, ini bukan pembelaan atas semua itu. Ini hanya sebuah perbandingan. BIUTR yang panjangnya 27,3 km itu akan menghubungkan Pasteur-Cileunyi. <\/p>\n\n\n\n<p>Jalan tol dalam kota ini nantinya akan melalui sejumlah daerah. Misalnya, rute melintasi Tol Pasteur-Jalan Junjunan-Flyover Pasirkaliki-Flyover Pasopati Gasibu-Jalan Surapati-Junction Pusdai-Jalan PHH Mustofa-Junction Ujungberung-Cibiru-Junction Cileunyi.<\/p>\n\n\n\n<p>Seperti lazimnya di kota besar lain, BIUTR dibangun untuk memecah kemacetan yang selama ini kerap terjadi di Kota Bandung.\u00a0Struktur jalan yang akan dibuat elevated. Artinya, BIUTR ada di atas jalan raya. <\/p>\n\n\n\n<p>Dalam proses pembangunannya, BIUTR diusulkan dibagi menjadi 4 fase.\u00a0Fase 1: Jalan Pintu Tol Pasteur dibuat elevated. Fase ini menyambung Flyover Pasopati sepanjang 2,3 km. Jalur tersambung ke underpass sepanjang 0,55 km dari Lapangan Gasibu ke Kantor Dinas Pertanian.<\/p>\n\n\n\n<p>Fase 2: Dari Underpass Gasibu, akan dibangun jalur hingga Cileunyi melalui jalur onpass (di atas tanah). Fase ini terbagi menjadi 3 seksi. Seksi I (Gasibu-Cicaheum), seksi II (Cicaheum-Ujung Berung), dan seksi III (Ujung Berung-Cileunyi).Fase 1B: Pembangunan onpass yang menjadi penghubung menuju Jalan Tol Purbaleunyi km 149.<\/p>\n\n\n\n<p>Fase 2B: Sambungan fase 1B dibuat elevated dan onpass yang tersambung dengan kawasan fase 2.Kota Bandung memang membutuhkan ruas jalan pengurai kemacetan. <\/p>\n\n\n\n<p>Ini berkaitan dengan kian banyaknya wisatawan yang datang ke Kota Kembang, selain memang penduduknya pun terus bertambah. Kota Bandung kini menjadi destinasi wisata yang menarik minat banyak orang.<\/p>\n\n\n\n<p>Itu membuktikan bahwa Kota Bandung menjadi salah satu tujuan wisata unggulan Jawa Barat. Pasti itu karena banyaknya objek daya tarik wisatanya.<\/p>\n\n\n\n<p>Di sisi lain, peran Tol Gedebge-Tasik Cilacap pun tak kalah stategis. KehadiranTol Getaci bukan hanya ditunggu masyarakat Jabar, khususnya mereka yang tinggal di wilayah timur bagian selatan Jabar. <\/p>\n\n\n\n<p>Tol Getaci ditunggu pula oleh masyarakat Jawa Tengah bagian selatan di sisi barat. Tol Getaci juga bisa menjadi salah satu akses strategis menuju Bandara Internasional Jawa Barat (BIJB) Kertajati. <\/p>\n\n\n\n<p>Bukankah Kertajati merupakan jendela besar Jabar? Bagaimana mungkin fungsi Kertajadi menjadi maksimal tanpa akses via Tol Getaci? <\/p>\n\n\n\n<p>Sebenarnya, baik Getaci, BITR, maupun Kertajati, semua diharapkan menjadi pengungkit roda perekonomian Jabar. Semua pasti memiliki peran dan fungsinya masing-masing. <\/p>\n\n\n\n<p>Masalahnya, dengan keterbatasan fiskal yang ada, tampaknya tidak mungkin merengkuhnya sekaligus. Pertanyaannya, sampai kapan Jabar harus bersabar?Tampaknya kita dihadapkan pada pilihan mana yang lebih dulu harus dibangun: Getaci atau BIUTR? <\/p>\n\n\n\n<p>Akhirnya asas manfaat yang harus diutamakan. Jika keuangan terbatas, tinggal pilih mana yang lebih besar manfatnya. Jika sama-sama menggunakan APBN dan dananya hanya cukup untuk satu proyek, tampaknya penyelesaian Getaci lebih besar dampaknya bagi Jabar.<\/p>\n\n\n\n<p>Perkembangan Jabar selatan bagian timur bisa lebih terpacu. Dengan demikian, hal itu akan mereduksi jarak kemajuan dengan wilayah pantura yang selama ini selalu dikeluhkan. <\/p>\n\n\n\n<p>Getaci diharapkan dapat menjalankan fungsi tersebut. Kelancaran pergerakan orang dan barang pasti akan banyak efek positifnya. Pertumbuhan ekonomi pun akan menjadi jauh lebih baik. Bukankah ada motto: jalan mantap ekonomi lancar?<\/p>\n\n\n\n<p>Ada satu hal lagi yang tak kalah penting. Dalam setiap proyek pembangunan selalu ada masalah klasik, yakni terkait lahan. Biasanya hal itu terjadi karena rakyat hanya menerima &#8220;ganti rugi&#8221;. <\/p>\n\n\n\n<p>Tampaknya konsep dan terminologi yang digunakan harus diubah menjadi &#8220;ganti untung&#8221;.
